Is watching full length commerical movies on you tube legit? My roommate keeps watching full length movies on youtube but I am not sure how legal it is. It sounds fishy to me.

I've wondered about this too. I sometimes feel guilty about watching complete performances of nearly hour long symphony concerts that I know are probably copywrited by the orchestra or television network that originally broadcast it. There are a lot of them on YouTube. Some have advertisments embedded, others don't. So after reading your question I did a little (stress "little") research.

A quick glance at the document finds paragraphs 4-c and 5-b might have something to say about it. There could be other paragraphs of importance, so take my words with a grain of salt. But my take on it is if you are simply a user, i.e. a viewer of a YouTube product and you use ONLY the services provided by the YouTube website itself or its official embeddable viewer, (meaning no 3rd party software hacks to access the material) then if it's on YouTube and you can see it it's fair game to view as long as you don't copy or re-broadcast it to any other people or services. If it is being offered illegally then it may disappear at any time and the person who uploaded it originally may have legal problems.
So, the question is, how is your roommate getting access to the movies? A quick Google found several sites that offer tips or hacks to get access to YouTube material to permit viewing movies for free. That would be questionable. However, if the movie shows up directly through the YouTube website and is viewed using the YouTube display window (or YouTube's official embeddable player utility) and no tricks or hacks or 3rd party software has been used to view or download the product then it may be OK.
Short answer: They can't possibly chase down every person who views the material but they can make life uncomfortable for people who upload copywrited material or hack YouTube's services to get access to or distribute legally uploaded material.
There... I've rationalized it enough to make myself feel a little more comfortable about how I use YouTube.

That's addressing "will I get caught?", not "is it right?" A movie may be uploaded by the rights-owner, occasionally - a concert perfomrance is more likely to be uploaded. Check the name of the poster if in doubt.
For example, if I wanted to point out the Dvorak Te Deum as a follow up to the discoussion of the Piano Concerto I might post this link which seems to be from the orchestra performing

Will be slow cooking smoked sausage, taters, and onions today for dinner tonight. Gt me some hickory smoked sausage, Stubbs BQ sauce, onions, and taters! Nothing but good eating or the holidays!
