City Limits Layout - View Controls Missing?

I just changed my layout to City Limits, and my view controls (cube, view selection, draw style, scene nav) are now gone. If I switch between layouts I can see that most of the other layouts have them, but City Limits does not. I'd just assume this was a "feature" of this layout, except I've seen tutorial videos where the layout was City Limits and those controls were there.
How can I get them back in this layout?

Edit: I just noticed that if I switch out of Single Pane, the additional pane(s) has them. It's just the first panel that seems to be affected.

You need to click on a little arrow with lines beside it and there you will find an option for Cube View Control click on theat and it replaces the Docked View control with the cube.
Close the Shader Mixer pane that is docked with the Viewport pane.

Thanks for your suggestion Scorpio but there was no menu button for the viewport either.
So why does this work this way? I can get those view controls to appear but in order to do that, every time I open Studio I have to open the Shader Mixer pane, close it, then open the Viewport. Every time. I don't normally use the shader mixer at all. Is this a bug? Is there some configuration change I can make to avoid this procedure?

Which, if any, other panes are docked with the viewport? I don't sue the default layout so I can't recall -you may also need to close Shader Builder.
Yes, Shader Builder is one of them. I turned it off and that seems to have fixed it. Thanks, Richard.
