Unassigned Content in 4.9

I am trying to make it reasonably easy for me to find newly added content to categorize and place where I need it.  I don't want to move everything that I've ever worked with to a completely different system of doing things.  I just want for new content to go to some place in the "content library" pane where it can then be categorized like I used to in 4.9.  Does 4.9 have a way to add new content other than having to deal with smart content?  Does 4.9's "scan known directories for files" option in the smart content pane work?  It states it will place new content in "unassigned" but then it doesn't do this and I'm not sure if this is a bug or just that the options menue is still there but the actual feature was taken out such that it's not meant to work anymore.  Is content library being abandoned in favor of a completely different sysem called "smart content"?

    I  ignore smart content completely download everything via dim except for the odd connect only freebie and then categorize into my own custom categories from there.
