Which would be best for iRay?

I'm still looking into GPU's, and I was just wondering, which would be best for iRay rendering?

1x Titan X

or 2x 980 Ti in SLI

Iray doesn't use SLI.

Would it not use all of the cuda cores though? and if not, would the Octane plugin?

Yes, it will use all the cores, but each card is limited to its own RAM.
