Is there a way to merge two characters to make them move as one?

Trying to overcome an issue with Garibaldi hair. Is there a way I can make two characters move together as one when I use the pose commands? I am thinking of making parts of one invisible while making use of the other parts so they show up in the mostly identical double.

    Actually I think I've figured it out by copying and pasting

    You can translate two figures by parenting, but i assume you mean actual individual bone movements? Whats the issue with the hair that would require this?
