I am creating a visual novel in Tyrano Builder. Does this count as a game do I need to buy a gaming lincsese?

As long as it uses pre-rendered images or animations rather than the actual mesh it doen't require a gaming license.
The key is 2D "picture" assets rather than 3D meshes, as you would use in a realtime 3D game. The fact that Tyrano builds a "game" is irrelevent, as it's really just a programmed series of pictures and text, and no special license is needed. The same would apply to 2D animations that are comprised of individual images displayed quickly. No game license there either.
So let me get this straight. If I create a sandbox VN using rendered pictures and prerendered animations, I don't need the extended license?
