Need advice on Blender/Carrara clothing tutotial

I am am looking for a tutorial to make my first clothing item in blender for a Daz Studio character in Blender.  While I can search for one I do have a few questions that will help my search.

I wanted to make a tight outfit for Victoria 4.  I see a lot of tutorials for Genesis, but none for Victoria 4.  Are Victoria 4 clothes harder to make?  Will the same tutotial works?

Blender vs Carrara8.5 vs Hexagon.  I know Blender but can quicly learn other packages.  Does Carrara  8.5 or Hexagon have any advantages over Blender?

Finally do you know of any good tutorals that will help with my stipulation (Victoria 4 & tight outfit)?

You'll want to use Blender. The actual process in Blender will be the same except you base the size and shape off of V4 not Genesis.

Use whatever program you want.  Find the one that you can work with as that is all that matters.  Any recommendations usually come from a user's experience and your mileage may vary.

Learn to model.  Clothing is just a series of cylindrical shapes, for the better part, that join at varying places.  Break things down into basic components and it's easier to see how to model something.
