As far as program,
Heck you can do that in photoshop with a blur brush.
The effect is called Motion blur, it happens in photography/cinematography when an object is in motion and photo is snapped.
With high speed cameras/film you can actually eliminate the motion blur on the object, in this case a car and only se it in the background.
in daz studio, you have to setup a movement, in this case the car and the wheels, on the Timeline, then under Advanced settings, click the Motion blur option.
You'll have to adjust the amount and timing(space between keys) to get it to look right.
I can't find the advanced settings
Be aware that motion blur for Iray has not been implemented by Daz yet. You will need to change your render engine to 3delight in the render setting tab. Once you change from Iray to 3delight, you will get 3delight's advanced settings with a motion blur checkbox in the render tab.
If you don't have photoshop, then download Gimp
Open up the image. Go to filter > blur > motion blur.

Use a depth pass in canvasses if you are doing Iray.

Two things to be sure to do:
1. Use the .exr, not the render (png, jpg, etc.)
2. To get the .exr render, you MUST save to an external directory; not the Render Library in Studio.
This will create a canvasses folder that has the same name you give the render. Here's a video on using the depth pass in photoshop.
