How to show up HDRI back-ground in View-Port?

    Set it to Iray. The best way is to open the Aux Viewport window, dock it somewhere to the side, set it to Iray and open and close it as needed.

    Click the little sphere icon next to the camera picker (currently labelled "Perspective View") and from the menu select nVidia Iray. You can also press ctrl(Win)/cmd(Mac)-0, and ctrl/cmd-9 to go back to texture Shaded view.
