...I'd love to see a collection of chokers for G3-8-9 females; not the lacy ones, but simple yet classy tight fitting leather or metal chokers without the motorcyle gang spikes and suck. In other words, something that would glam up and complement an outfit yet not look slutty or out of place, something more fashion forward.

Yes, things like that. I know a lot of outfits come with chokers, but I don't want to have to buy a bunch of outfits to get them.
I can understand your request for a specific pack of chokers/collars but until one comes out, if you have this product it might be a source:
https://www.daz3d.com/make-me-punk-shaders-and-decals - this has a number of jewerly items, including a collar with and without spikes. And of course shaders to modify them.
I did try to see if I had a specific set of just collars or chokers, but did not find it. But to be honest it is not something I would buy myself. I can see the possible interest by other customers though.

For a very plain one, you could start with a thin torus primitive, stretch it in the y direction to make a band, position it and parent it around the neck, but scale the x & y so it's a little bit too small. Then add a smoothing modifier specifying your figure as the collision item. I've done something similar to make an armband, but never tried a choker.
Fabiana has products with dForce necklaces and a couple have one choker among the necklaces options. She doesn't have one product with only her chokers, but maybe getting necklaces alongside chokers may feels less wastefull than getting an outfit:
