With a big collection of props, you can actually render such HDRIs yourself. I've done a couple at different altitudes for a sci-fi city ages ago. The tricky part is actually the far horizon, making some believable transition to other ecospheres, or tweaking the cityscape components to look like it's endless when it's actually not. Gladly, we got some very useful worldbuilding tools like Ultrascenery since I made those HDRIs, making it much easier to develop believable landscapes.

While I'd definitely love more products like this, they're fundamentally difficult to make.

    - Doing them photographically requires a very steady position to take many dozens or hundreds of shots from the same spot, so you either have the problem that a drone can't do photography to that level, or you have to set up your tripod on a building that's going to appear in most of the angles.
    - Rendering them has the problem that stores are generally iffy about products like that which are heavily based on someone else's work and could compete with the original.
    - And AI generated content, even assuming it could do it well, probably wouldn't be allowed on many stores.

So for the most part, it comes down to that you'd need someone who'd made a 3D city environment to also be willing to take the time to create a load of HDRIs with it.

Along the same offering as @Drip, I bought V3Digitimes’ V3D HDR Creator (https://www.daz3d.com/v3d-hdr-creator) last year with the plan to make my own HDRIs of scenes.  It’s currently on sale and is also part of the V3D HDR Master Bundle () which is what I bought.

One can create HDRIs without HDR Creator although HDR Creator can automate some of the manual work.
