I'll attage a screenshot of the error message. If I manually open folders in the Content pane, I can see that the content is in the right folders. But if I search using a keyword, such as "island". I get zero results. In Smart Content, I search, and get zero results.

Ah, i recently had this after a crash on my mac (sequoia). So the database has crashed so Smart content can't work.... what I did to fix it was to make sure in content manager that the database can be seen (Content Manager > CMS cluster> edit) and see if it sees the appropriate location. I had actually disconnected the PostgreSQL CMS so it couldn't see the database. I chose the easiest route and followed this instruction:
https://bugs.daz3d.com/hc/en-us/articles/207812393-PostgreSQL-CMS-Connection-and-no-Smart-Content
Press F2 in DS, cms Settings tab, check settings there, make sure cluster folder and Port are set correctly.
Then, if the Button on the right is Start, means your cms database service is down (the error message you posted tells this issue...), click the Button to start it.
After clicking to Start, if the cms service still failed to work, there might be other culprits...
