Is 4.23 backwards compatible?

I mostly use G1 and G2 figures created back on 4.10. How does 4.23 handle older models? And can 4.23 open files created on older versions like 4.10?

Yes, older models and scenes still work. Be aware though that there was a change in how Iray handles emissive surfaces in 4.20, so if you used ghost lights in your scenes you may need to adjust them.

If you're currently using the general release of 4.10, maybe try installing 4.23 beta to test it? That won't replace your general release.

It will handle older models and scenes just fine. You should be aware that there have been several new versions of iray between the two, and as such there can be minor differences in the rendered result. Ghost lights have also changed drastically, so if you were relying on those they will have to be updated.

Another thing to consider: if you're rendering in Iray with a nvidia GPU, make sure your GPU is still supported and that your drivers are new enough for the version of Iray in 4.23.
