Licenses Included?

The debut new page advertises licenses included, but the interctive license for Vicky 9 character pack still shows $50 when I added it to the cart?

Am I doing something wrong?

    It means the licenses are on sale as well from the artists that are on sale.

    yep, license available for sale, not included lol.....
