Problems with dForce Hair
In the attached image, you can see a G9 figure rotated 90 degrees to the side, each with a different hair. I've done a dforce simulation after rotating the figure and made a render to illustrate the confusion I'm having: In all 4 examples, the hair is stated as being dforce, but as you can clearly see, they don't all simulate the same way. The top two simulate as I would expect, with the hair draping down like... well, like hair would. The bottom two, despite being dforce, don't do that at all. Thus, my confusion.
I've tried everything and can't get the bottom two hairs to simulate as the top two do. If it's possible, well then I'd love for someone to reveal how to me.
But if it's not possible, then perhaps more pertinently I'd love to know if there is some way to differentiate products. If not all dforce hair behaves the same way, is there some way to tell what I'm walking into before I spend money?

They don't all simulate the same way because they don't have the same simulation settings. Some hairs might be weightmapped so that only certain parts of the hair simulate, some hairs will have lower simulation strength, etc.
They have different simulation settings on the hair dynamic surfaces as well as different weight painted on dForce modifier weight Node...as Gordig said.
And before buying, there's no other way but the promo images on the product page you can check how they drape (certainly there might not be promos with the rotated figure with "90 degrees" for hair draping), or check the renders from others if there's any...
But all the settings as above mentioned can be tweaked by the users... only that'll require some techniques / tricks as well as take some time. I roughly tweaked the settings on the last hair in your screenshots, as below: (dForce weight has to be repainted a bit, otherwise some hair layers may fall down)
Besides, among the above hairs: first one from Linday was made as "hair tubes" that can stably drape very well (with an initial shape that was specifically set by the vendor). XYZ Adorable is an SBH that can also drape well in most of the cases. But last two are just transmapped hairs with which it's usually more difficult to make them drape well. i.e. some extra work has to be required.
