Any way to grow a strand-based hair off of both sides of a surface? Looking to make something like a coat with a strand-based shearling lining.

It's not really easy to make it on the geometry with only single surface ~~ though you can groom / comb curves to both side with SBH Editor, but I'm afraid that'll be pretty cumbersome before you may get good result.
Not sure what software you're using to make coat (MD, Blender ?)... but you can just make the coat double layers, i.e. external geometry + internal geometry. After rigging, well set the surfaces on the coat with Geometry Editor, then make SBH with SBH editor on both internal / external surfaces.
Appreciate the advice
It could be difficult to do any work on the inside of an outfit in any software (due to the navigation issues) unless you explode the mesh first or make it go inside out.
Wondering if just using displacement map fur/hair for the inner lining (i.e., a shader with displacement map) might be better than strand based hair for the inside surface.
It's easy to make garments with dbl-layers in MD even Blender.. Less people make realistic garments and bring them to DS... it's not because of lacking of software or feasibility, 'cause that usually requires more techniques/tricks and takes more time.
