Take a modelled lights, or a plane with the letters in white on a black ground applied to Cutout Transparency, with the Iray Uber Base shader applied and adjust the Emissive settings in the shader. Or use the linked product.
thanks. But how do i create these 3D letter or planes? do i need to create it in a 3d modeler program like Blender or Hexagon or i can create it in daz? i need help
A plane can be made with Create>New primitive, and the image (white text on black) made in an iamge editor or even by taking a s creen-shot of a text editor. 3D text can be made in a modeller or using soemthing like Font to Mesh Express in the store.

Blender has a typography tool that will let you create real 3D letters. This tutorial gives a decent overview. Once you've created the text, you can convert to mesh and export it as an obj. Since you're going for a neon effect, you probably don't even need to UV map.
Google for "neon" fonts ... takes awhile to make fonts work right but some can be then modeled in Hexagon although washing fonts through Elefont to Bryce to export out .obj for import into Hexagon usually works better.
