$6 off $18 on Daz, PC, and PA items

Hello. I'm trying to understand why the $6 off $18 coupon won't work on Manga Style Shaders by TheNathanParable ($20.95). The coupon is supposed to work on Daz, PC and PA items. So far as I understand it, all vendors are referred to on Daz Studio as "PAs" and so TheNathanParable should qualify. Can anyone think of a reason why the coupon is rejected on this item?
