License question (Lack of one)

So I've bought a fair number of items to mess with, the intent to use them in a game of some kind, but at this point I am more just in a collection mode. I've bought the interactive licenses for things I know I want to use but didn't for things I'm not sure of. However my issue and question is with items that are sold that do not have the interactive license. How are these license-less items treated when it comes to a potential commercial project? Can they be used or no? I've missed out on some items on a sale because I wasn't sure how these cases work.

    If there is no Interactive License then there is no option to use them under the Interactive License (that is, to be distributed as 3D data in a game or app - something that needs only renders, such as most visual novels, is covered by the base EULA and doesn't need the Interactive Licenses).
