I was uninstalling and reinstalling this program, but no matter what I do, this always happens:
Reinstalling DAZ studio does not affect content at all. As mjc1016 says, you need to go to Edit > Preferences > Content Library > Content Directory Manager and make sure that the path to your content is listed. If you installed using DIM (DAZ Install Manager) you content will be installed to C:\Users\Public\Documents\My DAZ 3D Library by default.
Make sure that path is listed in the Content Directory Manager under BOTH DAZ Studio Formats AND Poser Formats. DIM does not talk to DAZ Studio directly, youhave to make sure the content path is correct.

Can you post a screenshot of what your Content Directory mappings are?
File > Preferences > Content Library > Content Directory Manager and expand both Poser and Daz formats.
Also, how did you install the Genesis 2 Starter Essentials?
