Could be the loading of a scene file or partial scene file ... happens. Sometimes mine goes black. One of the options in the corner controls there is for "background" color, click on it to get any colour you want.
In 4.8 the background options are no longer in the Viewport option menu. For the viewport background colour, which doesn't render, go to Window>Style>Customise Colours and look at the bottom of the dialogue. The rendering backdrop is set in the Environment pane (Window>Panes(Tabs)>Environment) but is off on scene creation/application launch (unless you save diferent settings as a scene file and set that file to load on File>New) so I don't think that's the setting you need.

Thanks all for the help, I got the dark screen back. Yippee, the white was too glaring.
