The fabric Sleeve is stiff

It has maximum dforce weight
and max dynamic strength of 1 on the sleeve surface.
But in simulation it doesn't drape down, causing an intersection with another fabric/figure.
What could be the possibilities that making the sleeve stiff.
(I don't make the clothing)

More likely the issue is not because of its stiffness but its "initial shape". Try giving some value to Initialization Time, and simulate with Start Bones From Memorized Pose checked...
If it doesn't work, check the dforce properties on its dynamic surfaces... Stiffness, GSM, Damping related... and make them less stiff.
Ok so I'm trying to do simulation from the memorized pose.
But I'm experiencing a new problem.
After I memorized a pose for the figure and run the simuliation, another clothing of the figure seems to have it's own memorized pose.
So when the sims starts, the cloth goes off the figure body.
How to fix this?
Ah.. only One pose could be memorized and memorized pose is with the figure rather than Wearables.
You may try : turn on Freeze Simulation on "another clothing" before simulation, or Ctrl + Select the figure and the clothing with sleeves. Then right mouse button click on the tab of Simulation Settings - Simulate Selected.
Maybe it has a dForce modifier weight node. Those can be set so they don't show up in the Scene pane hierarchy.
OP mentioned about "maximum dforce weight"... so I understood he added the node himself... Yeah, if it was not the case, add a weight node to it and the painted weight (if there was...) could be retrieved from its geometry DSF file.
So.. the solution is just simply not using memorized pose, instead add more time for the "Initialization Time".
In principle works the same, let the cloth drapes first, then simulate.
