4.9 and Smart Content issues

I have tried the listed solutions,including uninstalling Postgre SQL, and am still unable to see any of my Smart Content.

When I open the program I get the following error report- 

Resource Error

A valid PostgreSQL CMS could not be established....

The log shows the following - WARNING:cloud\dzcloudtasknotifier.cpp(178):unexpected exception in CloudFIle::lookup for Db:unable to connect to database

I have checked my firewall and made sure CMS was not being hindered, there is nothing indicated on my Antivirus (Avast free package)

What am I missing here, or did you break it?

I also get a request to login however it comes back with Invalid name or password (both of which I have double checked against my account even changing the password to be sure)
