Which of the many cartoon shader are you using, and what render engine? The shader work differently. Some, you can only see the difference when rendering. Some only work in 3Delight.

Also, have you made certain that you selected the surface when you applied the shader?

I'm using the same shader that I use for skins ... it works perfect on skins but I doesnt change anything on clothes with render or without .

Hence my question... which product are you using?

If it is a "skin only" cartoon shader, it will reference to the names of the body surfaces, and "doesn't understand" the name of the clothes surface.

For example: http://www.daz3d.com/pwtoon will work on all surfaces, while http://www.daz3d.com/dg-iray-toon-styles-for-genesis-2 was made for a character and will only apply to the skin of the character.

    Is pwtoon 3Delight only?

Yes, all the pw shaders are 3Delight only.

Are you using a shader or are you using the Cartoon Mode switch in Render Settings? The switch affects the DAZ Default Shader only - look at top-left in the Surfaces pane with a surface selected to see which shader is applied.
