Assuming it is a rigged figure with a good set-up just expand its entry in the Scene pane to go down through the hip and the cast leg until you get to the foot bones, then hide them (using the eye icon or by selecting the bones and then using the Visible button in the Parameters pane). If the shoes are not well designed that may not work, then you will need to switch to the Geometry Editor tool, select the polygons of the foot you want to hide (fairly easy using a marquee selection), then right-click>Geometry Assignment>Create Group from Selected; now switch to the Joint Editor, select one of the foot bones (that you hid on the first go round) and in the Tool Settings pane click the Selection Group button and pick the group you just created with the Geometry Editor.
