Would I be able to use the rain from "Psy-District" SKU:15341 or "Prison Yard" SKU:11475 in my own created scenes?

    It does depend somewhat as to how it is done, but generally I would think the the answer is yes.

    For rendering, of course. But if you want to create a "scene for selling" (more precisely, a product for the shop), that would be no, unless you strike a deal with the original vendor.

    Yes,  sorry I should have said that. I assumed that the OP wanted it just for rendering his own scenes, Kit bashing.
