Ever since I updated to 4.8 all spotlights have been so weak as to be almost unnoticable. Anyone know why that is, and what I can do to change it?

Check the decay setting - in older versions of DS there was no falloff with distance, in 4.8 there is now a decay setting (2 would be physically correct) though it still should default to 0 (no falloff). Also check your render settings - if you are now using Iray with the defaults then the spots will be swamped by the HDR environment lighting.
I don't see a decay setting anywhere. Are you sure it's called that?
Are these photometric spots? If so, the intensity is controlled by the Lumens, not by Intensity.
Decay is a 3Delight setting - in Iray lights always decay naturally. Check your Render Settings pane to see which engine you are using.
