Why two Shoulder Bones

One thing I've never really understood is why are the two bones in the humerus on Genesis (8) figures? It doesn't seem to do anything and, well, We've only got one bone there. It would seem to make sense to put that extra bone somewhere it would do some good, like, maybe the radius/ulna or in the back/neck etc.

One is thwe shoulder (the scaplua) and one the actual long bones in the arms, if you mean should and upper arm. If you mean the bend and twist bones then those are because a bone in general weightmapping can have only one map, but twist (being doen along the length of the long bones) needs a differnt set of weight to bend and/or side-to-side, which happens at the joint.
No, I mean the humerus but, I didn't know it was about weight mapping. The thigh i.e. femur is also a ball and socket joint but doesn't have two bones. I'm not trying to be confrontational I just don't understand that's all and the ulna and radius bend and twist but only have the one joint. Do they not have the weight mapping? I suppose they don't because you can see they don't change when you twist them, same with the thigh. It's just one of those things that's always made me wonder so I thought I'd ask. Thanks
