You could also check Poison's store over on rendo. It may not be the same figure, but he used to have some things that were similar.

The creature is indeed an old RDNA product (from Wayback Machine): The Creepy Kid

I guess you were looking for the plant-like stalks, not the bipedal creature... but if it was that guy, the closest thing I've seen lately is Mr. Bobble...

But that fellow has shoe shaped feet as opposed to feet with toes like the Creepy Kid figure.
