Ghost Light Kit One Changes?

Did the recent patch change the way the newest Ghost Light Kit One works?  This render has no lights on at all (no hdri) except for this one wall light from Ghost Light Kit One and intensity is set to 50W, one of the lowest settings.  All other settings on the wall light are default.  But you see that it is incredibly bright.
