100% CPU 20% GPU while rendering

Hey, I'm pretty new to this whole thing and am confused about how rendering works. I'm trying to render a 2d picture and it's taking a pretty long time, that's not necessarily the issue though. I just don't understand why 100% of my CPU is being used but only 20% of my GPU if that.

I have a i5-9600k, a 1060 GPU and 32gb of ram

Are my settings incorrect, when reading these forums I saw that the GPU is the most important part of rendering and the CPU is not too important. Just looking for some help or instructions if my settings are wrong. Thanks in advance!

Your scene is likely too large to fit onto the card's memory. That card has very low memory. I'm also still sort of new to GPU rendering so the only thing I would know to do is use Scene Optomizer to easily lower the subdivision on your models if they're too high, and to reduce the size of texture files, but your scene may suffer in quality depending on how much you have to alter.
