I just happen to be looking at some Vray shader files earlier today. From what I've seen, Vray shaders are either compiled or in some other binary format, whereas Iray shaders are plain text files. I believe the Vray shaders are originally coded in C++. Iray appears to use Nvidia's MDL language directly.
So, the short answer would be doubtful at best, and definitely not without manual intervention. Long answer is it seems it would be possible in theory, if the Vray shader could be decompiled to see what it did, then manually rewritten for Iray. I'm no expert by any stretch, so someone with more knowledge can correct anything I'm wrong on.
