Indie License Question

So, the Indie License description has the following:

"(Developers with Personal or Business income of LESS than $100,000.00 annually. All discounts are not applicable to this item.)"

Does this $100k refer to the entity which specifically derives income from whatever product they're developing (that is, game published under their own or a business name)? Or does it count a person's personal income outside of their game development activities (ie. their main line of work)?

    At a guess I would say from the wording, it is the total business or Personal income not just the income derived from a specific project using the license.
