PostgreSQL CMS issues

I have a ticket in concerning this issue, and I do understand that the technical staff is probably up the ying-yang with technical questions and it might be a while before I hear back, so let me put this in here and see if I can get any answers.
My previous computer, a 6-year-old monster with a 3TB HD, had both all my software and the humongous Daz library (roughly 3/4 of a TB in size) on it. The desktop died at the end of August, and I spent time trying to find a comparable system. I settled on one with a 1TB drive.
My Daz library is now on the old computer's 3TB drive (after it was reformatted), so it's not in the new computer's C drive. That's okay, except I didn't know the application folder was there also, which prevented me from updating 4.20 to 4.21. I moved the application folder to the C drive, deleting it from the library folder on the external HD and successfully updated to 4.21. But the problem came up that the PostgreSQL CMS could not be found. I tried to direct it to the C drive, but it wouldn't work.
While I can still use Studio 4.21 I continuously get the message when I start it up. I've attached an image of what it looks like when I start up 4.21.

Is PostgreSQL actually installed? Daz Studio is fairly portable and would probably survive just moving the application folder, but I think PostgreSQL does need to be formally installed.
