I can't find "Figure Setup and Tool setthing" options, where do I find them?

Hello, I would like to know how I can activate these two options since in my program when I open them they do not appear and I cannot locate them or if someone can help me to leave them by hand as they are in that tutorial. Thank you!!!

Window>Panes(Tabs) should have them. Figure setup, at least, does require you to have entered the Pro serial number (which you can get by right-click on the product in Install Manager or from the Serial Numbers page of your account)
