cpu is not being used 100%

Hello, I have a problem, I use cpu to render because my gpu is not compatible with iray, the problem is the following, when daz studio starts rendering it uses 100% of the cpu, but a few seconds later the cpu usage drops from 100 to 60% and clock speed drops from 3GHz to 1.4GHz, was always using 100% CPU and clock was high, now it's in the 60% range and renders are taking too long compared to when daz was using 100 % , Does anyone know how to solve this problem?

What is the CPU Load Limits in the Advanced tab of the Render Settings pane, and how many cores/threads does your CPU have?
