What is MetaMixer and how do I use it? Also if I get a MetaMixer addon do I need to have that figure?
For example if I get https://www.daz3d.com/celani-8-add-on-for-metamixer do I need to have Celani 8?

You need to read the MetaMixer thread. I answered many questions in this message. Purchase, download and install the free MetaMixer Toolkit and closely follow the included PDF tutorial. Practice with the included character shapes to see if you can understand how to use it before spending money on oither MetaMixer Addons.
You can use the Celani 8 addon for MetaMixer in the MetaMixer without owning Celani 8. You will only get her head shape, no body shape and no materials.
