How do I turn a .obj dress into usable clothing for Daz3d? I've found several tutorials that looked promising, only to find out they are outdated and no longer work. The dress also has a ZPRJ file, which I guess is from Marvelous Designer. I can import the dress, but it's just a prop then, not a wearable item.

To get it into a clothing you need to run transfer utility.
You shall use the character it is modelled for as donor, and if it isn't the base character, you must apply reverse deformation.
If I recall correctly, use thin weld, no stitches, to get the .obj file.
To make it work in Daz Studio, yes use the transfer utility. The garment will likely require some additional morphs to be made for it. IF you meant for "Daz3D" [mentioned in the title] then it definitely requires a number of additional morphs, pJCMs, FBMs, etc. And for the uvmaps to be unflattened "in bounds" so texturers can keep their hair ;-)
I think ZPrj is ZBrush.
or if it's welded just add a Dforce modifier and size/position it to fit her and simulate
ZPrj is the project file for Marvellous Designer. I've seen quite a few of them available over at ArtStation. I do not have MD ;-)
