PostgreSQL CMS stopped working?

Hey, not sure if this is the right place to post this. But out of seemingly nowhere, my smart content tab has stopped working. So I tried to re-install CMS, but every time it either says the download has failed or just gives me a "?" for the file size. I'm not lacking any storage space, and there isn't any partial package for me to delete. As far as I know, I've tried everything. So any help would be appreciated.

    Windows defender, it didn't have an issue before

    Well, an update could always introduce an issue - but I would think a lot of people use that. It may be a download issue, though that wouldn't explain the initial event - if you can, leave it overnight and see if it feels more cooperative tomorrow.

    I get this error regularly sometime it goes away after restarting, occasionally have to download the file and reinstall, always pretty random LOL!
