Is there way to use spots of lighted surfaces, like lights on a police car....) in Sun-Sky mode? I'm guessing not and I'll need to be in Dome-Scene mode?

Switch to dome and scene mode and clear the HDRI from the environment map and you can use the sun-sky system with scene lights.
