When exporting fbx by script, "doBaseFigurePoseOnly" setting doesn't work?

I'm trying to fix a bug about high heel of Official Blender Bridge. And find this "doBaseFigurePoseOnly" option when exporting fbx by script.
In official bridge, "doBaseFigurePoseOnly" is set to false. So if a character is with high heel, the rotated feet pose will be exported as Zero transform pose in this fbx.
Which create a bug in this official bridge.
So, I try to set "doBaseFigurePoseOnly" to true, then export a fbx. But the character is not in this fbx anymore. It shows an image as following:
So, how this "doBaseFigurePoseOnly" works? Dos it really work?
