Is there a way to have a skin of a character transition to like say a wolf skin within the animation timeline within daz.
Example I want genesis a morgan material to transistion within the animation timline to Raw man to wolf material.

Within the timeline? Probably not within DS. The best way to do something like this would be using what Catherine suggested or SickleYield's Skin Transform with an animated opacity map, but DS doesn't support animated textures, at least as-is. I believe there's an mCasual script for that, but I can't speak to how well it works.
If it's a simple opacity transition you could create a geoshell then add the wolf skin to that geoshell. Then simply move the opacity slider through the timeline. (Note: I don't do animation, so I don't know if the timeline reacts to changes in the surface channel --in this case, the cutout opacity slider).
