Like the title says i guess.
I've seen a lot of posts on how to use Victoria 4 content on Genesis 2, but not so much the other way.

Victoria 4 uses older technology which means current tech items designed for Genesis are simply incompatible. They can do things which would be impossible to replicate on the older figure, such as bulge weight maps and so forth. That's why the items are more easily converted amongst figures which are already weight mapped, like Genesis, Genesis 2 and Dawn.

You can do it, but you basically have to brow beat the Genesis 2 content into that old Poser way of doing things. You'll end up with clothing that fits V4 but it will lose all Genesis 2 functionality.

You'd have to re-rig the entire outfit manually though, which is not easy to do even for experienced artists when the outfit isn't designed for the figure.
