It looks liek the dress does not have thigh and.or shin bones named os that they follow the figures pose, so theer will be a way to pose the skirts either Rotation (Front/Back, Side/Side or maybe just the plain X, Y and Z rotates) via bones within the dress that 'conform' to those positions or via dedicated morphs
I think I recognise the dress but cannot think of the name - I have to go out now (for a few hours) but when i get back I will see if I have it to see what happens when I try it.

No there's not shin and thigh bones on the dress. So, what should I do? Sorry I didn't understand everything...

Try selecting the dress, or possibly the hip of the dress, and look to see if there are morphs to adjust its hang.
I selected the hip of the dress but there aren't morphs to adjust it...
Worse, there is something, but the dress get bigger only behind
What dress is it, can you give a link to the Store?
What model are you fitting it to, and is it made for that model?
http://www.daz3d.com/v3-morphing-fantasy-dress It's this one, with Victoria 3.0 so yes, it's made for her..
The morphing fantasy dress has lots of adjustment controls. You find them in the hip as dials in the parameters
I show some of them in Poser, but you should also have them in DS
This was taken from the V3 version, I was surprised to find I still had it installed.
