I have to explore deeper why.
One important thing is the order in which the startup process sees the extensions. It should first see the original Storyboard - contained within the 3DView extension - and then at a later moment the noStoryboard. The COMserver-entry of the original Storyboard should then be replaced with the noStoryboard data.
The best place to install the noStoryboard is in the Extension-folder itself, not in a subfolder of the Extension-folder. Unless it is certain that startup will see that subfolder after the 3DView extension.
Does windows have a different file ordering (ascending/descendig)? If so renaming the noStoryboard to lets say 1noStoryboard might work.
