Why can't I email a user?

When I try to email a user in the forum, I get a pop-up that says "you are not allowed to use the email console". What's going on?

Email is reserved for moderators and admins for important announcements or to inform people of removed and altered posts. It's to prevent people from spamming an inbox or otherwise abusing the system. There's a PM system if you want to send a message to a specific user though.
