Impossible to install cms

I really don't understand, woh this is happening and why and how to fix it. When I try to install DazStudio the installer stops working when it comes to install the content manager database (cms).
I either have to cancel the installation or I can go to my task manager and skip the PostgrlSQL CMS install, in order to have a running DS.
I have execute the install process after a fresh system reboot with admin rights an disabled anti virus and firewall for this, but cms ist still not working.

    You installed as a normal user, though, not usign Run as Administrator?

    Oh, thank you. Sometimes you have to make waves in order to find a solution. For some reason my cms has been contantly active, even after rebooting my system. This is why it couldn't be updated. I had to find it in the task manager and ending it. Than I was able to install it with the seperate exe.
