Add "Scale" to objects without it

General: Can you add a scaling modifier to an object that doesn't have it?

Specific: I'm trying to get a Genesis SANTA hat onto G2F. When I let it autofit, it sat wrong, and I couldn't move it, because (as usual) the origin point for translation and rotation was the ground at 0,0,0 rather than in the center of the hat, and I have no idea how to change that.
IF I go into the bones of the hat and select head, I could move the hat base, but the top? (Tail? pointy part that ends in the puff ball) stayed where it starts, stretching the hat abnormally.

SO, I thought if I just add the hat to the scene, place it and adjust it and then parent it, it'd do the job. BUT, the hat is too big, and it's just being loaded form, there's no SCALE options.

So, is there a way to add it?

    Do you have Hidden Parameters displayed?

    We're going to go with "no" as until this moment, I wasn't aware such a thing existed.
    And Now I have them as unhidden, and yay, scaling!
