Can't apply Azazel horn mats?

in Technical Help (nuts n bolts)

I know it's probably obvious and I'm just being dumb, but I can't get the horn mats to apply to the Torment horns from the Azazel pack. I've tried selecting the horns, selecting the horns and everything under Surfaces, and even for the heck of it just selected the model. lol. It just refuses to apply to the horns. Everything else so far has worked. What am I missing?
