Why does the Iray Dome Not Update in Real Time and why doesn't all View port Get Domed?

Is the default Environment Dome image tooo high quality or what? Because when i rotate it can't update in real time, it puts a White plane in front of me while i'm rotating it with the dials. But then i loaded a simpler 1884X 942 HDRI(which by the way I Don't get why they are so blurry in Studio. Do you need to load only 4K. Only 4K will look good?) and that one was rotated and Oriented with the dials IN REALTIME with no problems.
And also, can you explain to me why only the frame gets The Dome image and outside the frame i see the typical DAZ grid floor?

You are using the Iry Drawstyle - that applies to the render area only, areas outside show in Smooth Shaded. Presumably the larger HDR images are requiring more processing, and so don't refresh as quickly. As for blur, remember that the pixels are being wrapped around a sphere of which you see only a segment (how big a segment depends on the focal length of the camera) so yes, it is easy to end up with too few pixels in the HDR to give a sharp background.
Also that image you posted is using a .hdri light only image for lighting a scene and isn't for using as a background hence it is just a blurred image.
